As Earth’s nascent Empire took shape, money and resources again began to flow back. But while Earth’s influence expanded, so too did its population. Once again it strained under the problems of massive overcrowding. The first of the huge floating cities were launched, hovering on antigrav thrusters over the sickening world. The Forresters were by now gaining influence – socially and politically as well as within the corporations – but they were split. While Gareth Forrester, for example, called in the grants that went with retrenchment to Earth, bolstering the local industry; his son Mark preferred not to abandon the maturing colonies.
